With the draft plan due to MassDEP and EPA by <strong>December 31, 2025<\/strong>, the process is entering its final, decisive stretch.<\/div>\n<div data-block-id=\"block-de176dd5-2a38-4f8b-87ef-b2f829ee97f8\"><\/div>\n<div class=\"ql-block\" data-block-id=\"block-8764f4e7-2e59-4bf7-b42e-d0e4431c5088\">The calendar is now packed: on <strong>September 25th<\/strong>, MWRA and its partners<span class=\"ql-comment\" data-comment-ids=\"90130173573763\" data-track-unresolved-ids=\"true\" data-comment-unresolved-ids=\"\"> held the<\/span> fifth public meeting to review alternatives and take community input. In <strong>October<\/strong>, <span class=\"ql-comment ql-comment_active ql-comment_overlap\" data-comment-ids=\"90130173576701\" data-comment-unresolved-ids=\"90130173576701\" data-track-unresolved-ids=\"true\">MWRA staff will present the recommended suite of projects to the MWRA Board, followed by a full Advisory Board presentation the very next day<\/span>. November will bring a final round of discussion before the <span class=\"ql-background-color ql-bg-yellow\">MWRA<\/span> Board of Directors\u2019 anticipated vote, leading to submission of the Draft Plan in December. A five-month public comment and regulatory review period will follow.<\/div>\n<div data-block-id=\"block-8764f4e7-2e59-4bf7-b42e-d0e4431c5088\"><\/div>\n<div class=\"ql-block\" data-block-id=\"block-25a3ab29-fe23-4285-95dd-309397ced2ef\">With cost estimates reaching <strong>$5.6 billion<\/strong>, the projects chosen will have long-lasting implications for communities and ratepayers across the MWRA service area. Options include localized storage tanks, microtunnels, and full sewer separation, as well as regional tunnel systems that would capture all discharges to the Charles River and Alewife Brook. Each path carries very different costs, timelines, and neighborhood impacts.<\/div>\n<div data-block-id=\"block-8a0f77a6-5fcf-42be-8085-6466a05a4ff8\"><\/div>\n<h3 class=\"ql-heading\" data-block-id=\"block-b70f8c37-b84c-4ef6-9a20-1ef55ef79c9e\" data-collapse-state=\"expanded\">Cost, Risk, and Water Quality Outcomes<\/h3>\n<div class=\"ql-block\" data-block-id=\"block-22ca46cb-af5b-4ef4-8f4e-e1447b50f5f2\">Preliminary capital costs for the alternatives span from <strong>$400 million to $5.6 billion<\/strong>, with wide variation in construction complexity and risk. Notably, while the different approaches offer different levels of reliability and resiliency, MWRA\u2019s water quality modeling shows only limited differences in annual water quality benefits. For example, under 2050 rainfall projections, CSO discharges account for just a handful of exceedance days per year, while stormwater and upstream flows continue to drive hundreds of exceedances annually.<\/div>\n<div data-block-id=\"block-22ca46cb-af5b-4ef4-8f4e-e1447b50f5f2\"><\/div>\n<h3 class=\"ql-heading\" data-block-id=\"block-3e61e6ed-7a0d-4825-869d-86a89eee577e\" data-collapse-state=\"expanded\">Stakeholder Engagement and Next Steps<\/h3>\n<div class=\"ql-block\" data-block-id=\"block-902ef1a8-8c90-4e21-b4d5-b4be738deb3f\">Stakeholder groups, from watershed associations to city councils, are pushing for stronger elimination targets and more green infrastructure investment. At the same time, MWRA, Cambridge, and Somerville are working on an equitable cost allocation framework for whichever control plan is chosen.
